Adding a data point to this thread. Stayed at the Cosmo for the first time for 1 night during SEMA week. Normally, I stay off-strip, but I had friends who have told me nothing but good things about the Cosmo and the wraparounds, so I wanted to see what the hype was all about. Booked the city room on the AAA rate through the Marriott Bonvoy App @ ~$200/night with taxes and resort fee. Upon arrival, I did $50 sandwich trick and asked the FDC if any fountain view wraparounds were available. I remember looking at the room rates and the fountain view wraparounds were going for ~$600 a night. Factoring in the sandwich, it would have been a $105 upgrade fee from the rate I originally booked; decent deal IMO and I was prepared to take it. But I decided to push my luck (we are in Vegas after all) and asked the FDC if they could do anything for $50 instead *wink wink*. FDC made more calls and offered me the wraparound city view facing South-East in the Chelsea Tower; they assured me I would still have a partial fountain view. At the time of booking, the non-fountain view wraparounds were going for ~$500/night.
I decided to take that room and I am glad I did. FDC clerk was correct, I did indeed have a partial fountain view. IMO, the wraparounds facing South-East in the Chelsea Tower have a decent view, provided you are not too low as you will still be able to see the fountains, Eiffel Tower, and north strip, although just not head on. Note the Boulevard Tower does partially obstruct your view facing the Planet Hollywood if you get a wraparound facing south-east, but I did not mind. As others have mentioned in this thread, views are subjective though and for me personally, I wanted to experience the wraparound suit first and foremost for this trip.
Besides the check-in experience being exceptional, I cannot comment too much on the service as I spent most of my time sitting in the suite taking everything in. Overall, I still much prefer to stay off-strip, but I had a good experience for my first time at the Cosmo.
