My understanding, from what
himekat has said on reddit (I haven't tried personally), is that you can't order them online unless you have a Japanese phone number and that it actually sends you a text message to confirm that it's your number. So it's not possible to order from abroad at the moment unless you're able to receive Japanese SMS.
