Avios good will gesture

I had a very poor experience on a recent shortfall flight (flying club Europe) where the luggage took over two hours after landing to arrive, with no information. There were also more minor issues on the return journey.

I wrote a complaint to BA and they are offering me 10,000 Avios in compensation. Does this sound reasonable or do I have any rights beyond their (appreciated) goodwill gesture.
