All the airlines use a common immigration requirements database called TIMATIC. A front line employee is supposed to follow what TIMATIC says exactly because they can be fired if they don’t. Deviations from that first immigration requirements computer screen, special cases and interpretations, etc. require approval of someone higher up in the company, often in an off-site office block somewhere, to approve any passenger requests or special circumstances.
