I'm pretty sure the CI lady I spoke with (Mainland customer service line) had no clue what she was talking about (e.g. it didn't seem to register with her that nearly all CI flights are to/from Taiwan). Do you (or anyone else) happen to have suggestions on semi-official websites I can fall back on? Chinese language is fine.

行政院中央流行疫情指揮中心宣布自8月8日零時起，桃園機場開放轉機旅客候機期間至出境區購物及用餐，同時 取消專屬候機室、轉機停留時間12小時內及行程須開立在同一本票等規定，大幅提升轉機作業效率及旅客便利性 ，有助航空業者爭取桃園機場中轉旅客商機。
一、 開放轉機旅客至出境區等候離境，並得於出境區購物與用餐，取消原有由航空公司人員引導轉機旅客至專屬候機室 的規定。
二、 取消轉機旅客在機場停留時間12小時內的限制，提升桃園機場轉機樞紐之地位。
三、 修正轉機旅客行程須開立同一本票內的規定，前段航空公司確認後段航空公司有提供轉機服務(含報到及行李直掛 )即可。
This is for transits. But as far as I know you can enter Taiwan, even for a short stay. You get 4 free RAT tests that way too.
