You don't know for sure what RBC pays to AC. It's possible that it has negotiated fares that give RBC a discount to the published prices, and one of the conditions is no mileage earning.
The fare code and pricing was exactly what was available to AC.com at the time of booking. Sure, maybe they get a higher commission or something on the back end.

Thankfully I have managed to exhaust my Avion points with statement credit travel (and gotten full SQX each time), and now I put almost all spending on the TD Aeroplan card because I think that now that is of higher value. Nevertheless, in your case if you have documentation that it claimed point accumulation I would escalate.
Yes, I just want to warn anyone thinking of using the RBC Expedia portal that you'll get nothing out of it. Booking directly with AC and receiving a statement credit seems to be the only way to get the SQx credit. I would have saved the extra $ for a lower fare product, I thought a Flex fare with 100% miles promised actually meant that. YVR-YYC is not much, but my partner needed this to get status for next year.
