You don't know for sure what RBC pays to AC. It's possible that it has negotiated fares that give RBC a discount to the published prices, and one of the conditions is no mileage earning.
There used to be an option on AC.com along the lines of "save $10 by not earning any miles".
I suspect these indirect reward flights are coded in the same way those were.
