I paid cash over and above the dollar limit for a RBC Avion redemption to make the ticket a Flex fare, and it even says "100% miles" is included on the booking website. I received 0 miles and 0 SQx for the flights. I reached out to customer service and received this reply:
Thank you for your email regarding a points credit request.Aeroplan members are allowed to claim points for all regular scheduled flights operated by our partner airlines. You must be an Aeroplan member at the time of travel to earn points, and requests for missing points must be received within eleven months of each flown flight (to the exception of Air New Zealand, which allows 6 months). Certain tickets are not eligible for points accumulation:
• Reward tickets or tickets claimed via Air Miles, Avion, or any other reward programs.
Upon review of the information submitted, we must advise that your flights are ineligible for points accrual. Therefore, we are unable to credit your Aeroplan account.
For reference, our airline partners and their accrual schemes are listed on our web site in the section Earn points. Any restrictions can be found via the terms and conditions applicable to each airline.
We trust this aspect of the program has been clarified and thank you for your participation.

Lesson learned is don't use the RBC Expedia travel agency portal for any air travel if you are expecting to get SQx out of it. The portal's travel agency ID must be blacklisted by AC. AC gets the same revenue from RBC as it would from me booking directly for the same tickets.
