New Year's Eve is not a holiday, although most offices will wind down from midday. The shops are likely to be open as the sales will be in full swing. Actually, a lot of shops will also be open New Years Day.
As you are getting on the tube at LHR you will have no problem getting a seat. South Ken will be no worse than usual - I wouldn't worry about it.
