I agree. I have flights (without a schedule change) that use to offer buy-up to F (and the same deal for PS and/or D1 for International flights). There is no message on the app or web site with "not offered".
It is really random. about 50% of my 10 reserations are offering no buyup--which is much different than a few months ago. Seats are grayed out.
And no difference between the app and web site.
