Interestingly the same parent company (TATA) has a majority holding in both, Air India and Vistara. AI is a star alliance member but also interlines with JAL. Vistara used to interline with JAL up until TATA bought AI.
If Vistara flight timing is more convenient then I would book that and request ANA to tag bags on thru flight.
JAL still has Vistara as their codeshare partner, and you can book them on one ticket for domestic connections. But it is one of the few codeshare partners where there is zero elite benefits when flying on the JAL codeshare, so not the most prominent of their codeshare partners.
Interline agreements are really for agreements around one ticket arrangements, separate ticket cases are airline policy based. Case in point, BA to AA.
