You don’t have to choose a seat yet if you have a booked award, so there may be more seats booked than shown.
ANA has always protected award space. Only 1-4 J seats per flight (depending on status) regardless of how sold out the flight is for example. They can and will fly with empty seats even with people on the waitlist.
