Closing the loop on my own question, like others on this thread, I accessed the YYZ Plaza Premium Lounge in the International C gate area this morning. I entered based on my WestJet status, with no questions asked.

The lounge was quiet and definitely a step-up from the Domestic B gate equivalent.
