I believe the answer is now no, as of 2/1 this year, when upgrade certificate availability became somewhat more generous thanks 0to being aligned (in most cases) with revenue fare buckets ... I believe mileage upgrades would still be aligned with the usually more restrictive upgrade fare buckets (OY). The only instance where upgrade certificates still use OY is for RUC upgrades on domestic D1 flights.
