Also weird because I'm in Madrid now and there's no mask requirement in stores, restaurants or anywhere, even at MAD airport people don't wear them.
They're only mandated by Spanish law on public transport and in some health facilities, most public spaces such as airports don't require them. My on-board mask experience on IB last week was as follows:

FCO-MAD in Y: masks required
MAD-MIA in J: no masks (awesome!)
MIA-MAD in W: masks required
MAD-FCO in Y: masks required

Other than on the MAD-MIA flight, I wore mine loosely, only barely coveriing my mouth throughout the flights, and nobody said anything.

Also the captain on the MAD-FCO was a very funny guy who made a long speech, in which (based on my fragmented understanding of Spanish) among other things, he apologized for the mask requirement, he added that he and many like him had had enough and that it was now pretty useless, and he hoped that the govt would lift it soon. LOL
