This too is a program for Japan residents only (including those not living in Tokyo)
That is good to know, and hopefully Kansai will follow suit soon. As long as the acceptance is as widespread as before that is a deal worth investing in.
I'm glad to see it is available to non-Tokyo residents. A lot of these local programs are limited in scope, which is frustrating when we visit areas that advertise discounts we don't qualify for.
