You won't get free upgrades but it is often relatively easy to upgrade from PE to J using miles. I used to do this quite regularly on ANA.

Incorrect. ANA PE pax get United Club access at ORD:

And JAL PE pax get Admirals Club access at ORD:

However, United PE pax do not get any kind of lounge access unless they have Star Alliance Gold status.
