I am happy to report that this still works. Booked a roundtrip Delta premium econ ticket on flights operated by VS for me and my partner (JFK-LHR). Upgraded to VS upper class using 50k/person for the roundtrip. First tried via chat. I believe the rep did their best, but ultimately said they couldn't help because they were "unable to purchase a seat upgrade using your miles as the seat map is not accessible...because we don't have direct access with their system." Next, I called the regular (I have no DL status) phone number and the agent knew exactly what to do without me prompting. I/we were on hold forever for the codeshare help desk and we had to split the reservation since the miles had to come from each of our accounts. She mentioned the UK luxury tax, but never ended up collecting it.
