This second version of GoTo Travel money comes from the federal government, but the program is run by each prefecture and each prefecture set how the program runs. At one hotel I saw guests using this travel discount program were asked to fill out the form beside showing the required ID for the proof of residency. But that is specific to that prefecture. How this program is ran at one prefecture may not hold true at other prefectures. This was confusing part when this program started last month.

Another is availability. One prefecture said they released all the budget for this program all at once. Which means hotels or travel agents do not have availability then that is it. But another prefecture said they are releasing the budget incrementally. Even if availability for November may be sold out, but later availability in December will come out.
