They usually always say that, and when you check in they want to see your passport. That's my experience.

Also, in November (18th-21st), many hotels and even resorts in Mexico lists resident discount rates during their "buen fin" (black friday), weekend sales and you can book for future dates if you ever plan to visit Mexico next year.

Marriott for instance seems to always have those resident rates too.
