I came in at JFK T8 a week ago, and while the kiosks were GE 2.0, they still printed a receipt that you handed to the USCBP officer at passport control. There was nobody manning the exit to the customs hall when we were there. Another FT member confirmed a similar setup at T5 a few months ago.
