Just a small correction, it's not the Priority Pass that would give you access to the Lufthansa Lounges, but the Amex card directly (through The Global Lounge Collection feature). As far as paid lounge access is concerned, Lufthansa has suspended paid access for lounges in Frankfurt in Munich for everyone due to low staff numbers and capacity issues, so i wouldn't call it "not playing fairly".
