Part of me wondering this was because I had been looking at this prices for a while (and perhaps my memory is faulty too!) and one day the basic and standard prices didn't seem to change while the flex fare went up by triple digits
If you look at the other flights that day, there's a number of flights with $289 Basic, $318 Standard and $419 Flex seats. Your 2000hr departure is the anomaly, with $137 Basic, $165 Standard or $419 Flex seats. So I agree with the hypothesis that it's to compete with ULCCs. The folks flying ULCCs likely won't even consider Flex.
