I did the dummy booking on Toyota Rental Car, picking up a car at JR Kyoto Station (Toyota Rental Car is located at the south entrance of Kyoto station which is convenient for getting on the expressway), and dropping a car off at KIX. One way rental surcharge was 3300 yen. A rental of a standard car was 11000 yen/day so it is not much of an additional cost to do a one-way rental from Kyoto station to KIX.
