Just to add a conclusion to the story, the infant was allocated the Eco Comfort seat next to the mother somewhere between t-32 and t-24, so before checkin opened. No extra payment was required for the infant seat.

This was a lightly loaded flight, I'm not sure what would happen if every other Eco Comfort seat was pre-booked in advance, but at least in this case it all worked out.
