From my experience, Amex won't send new cards anywhere except your home address, or at least not outside the US.
Replacement cards, however can be shipped internationally. Be sure to tell them you still have the original card, so they don't give you a new card number.
I had received my first new platinum card while out of the country with no problem. It was sent via FedEx priority mail within 2 days of applying.
