Can I ask what was the outcome of this ? I am going through exactly the same issue - BA / Qatar codeshare SYD - London and neither airline will allow additional bags online or over the phone. I need to add 2 additional - Airport costs would look to be around 1800 USD which is madness. Would be about 500 aud if added prior to airport.
