Health insurance for Cuba

The AA website says the ticket price to Cuba includes $25 for health insurance, but nothing associated with my locator says anything about this. The first agent I spoke with says it "probably doesn't". The second agent looked deeper and said the boarding pass from Miami will reference the insurance, and that it is from a company called Esicuba, which sure enough has a website with a lot of insurance related stuff, but I see nothing about short term health insurance plans. So does my ($400 for a 30 minute flight) ticket include $25 for health insurance?
