The reason HND is felt to be more convenient is that NRT to Tokyo requires a 1 hour + train ride to Tokyo Station, Shibuya, etc on the Narita Express.
It's a nice ride but oyu need to purchase your ticket once you get there and you could have a bit of a wait for the next train,
From HND, you can catch a monorail to the Yamanote line with very frequent departures and a much shorter ride time
This is a common perception, but I've always questioned it and really depends on where you're going. HND is technically closer, but limo bus from HND to Shinjuku for example is about the same time as the N'Ex from NRT, and yeah N'Ex takes longer to get to Shinjuku than the monorail and yamanote line, but you have to change trains and luggage on the Yamanote line can be a pain, especially if it's busy. Also NRT has the Keisei Skyliner which is 40 minutes-ish to Ueno.
