This is a common perception, but I've always questioned it and really depends on where you're going. HND is technically closer, but limo bus from HND to Shinjuku for example is about the same time as the N'Ex from NRT, and yeah N'Ex takes longer to get to Shinjuku than the monorail and yamanote line, but you have to change trains and luggage on the Yamanote line can be a pain, especially if it's busy. Also NRT has the Keisei Skyliner which is 40 minutes-ish to Ueno.
