Note that DL specifically refers to section 22 as the piece governing IRROPS related refunds. The part in bold is the key element and because the OP accepted the alternate transport there is no compensation owed. I recognize the word accepted is doing a ton of heavy lifting here but because the OP flew they accepted alternate transport.
Now Delta's CoC does have a separate section on IDB where there is compensation owed for being downgraded to a lower cabin under an IDB scenario but DL's CoC specifically puts this under IDB only and uses the above section 22 to govern IRROPs
Section 19A states they will refund you for a downgrade if there is a fare difference: "If acceptable to the passenger, Delta may provide transportation in a lower class of service, in which case the passenger may be entitled to a partial refund."
