You shouldn't need to have cellular service on a phone for this purpose. Almost certainly you can just use wifi if you have an old phone you can power up and install the app on. Or as others have said, borrow someone else's phone. I highly, highly doubt that they care, or even know, whether the phone used to run the app is owned by you or tied to a phone number you use.
(100% agree that the requirement to install a smartphone app is problematic in so many ways.)
