I was able to get an upgrade from PE to Business from YYZ to TPE in November but still unable to even get a standard PE to purchase from TPE to YYZ. The only available fare was Basic PE. I spoke to customer services and they said not even one seat in business is available on 23rd December so might as well stick with Basic PE fare. I am still going to try to get a standard PE at least.
