Same issue I have seen in Canada with people from countries and no experience driving in snow becoming hazards on the ski resort roads. It is a little frustrating. Whether visitors from Asia, India etc. Heck even the UK, some roads have amber flashing which means mandatory chains and yet people wonder why they end up on the side of the road with their cars. Bigger issue is that rescue and other road crews have much more important issues than digging people out so they can be there for a while.
