Minimum funding Access Investing is required to open the account. I read somewhere that one has 90 days to fund or the application would be considered abandoned. Hence AMEX shutdown is legitimate in that case.

But clawbacks for thousands of unsuspecting customers due to changes of terms by AMEX/it's partners, I don't think it would be legal. I think more likely they'd find a way to grandfather MS Amex with e-trade account.

For a while in 2018-9 you could sign up for an Access Investing account, not fund it, and apply for the Platinum card. That all worked until Morgan Stanley started closing the unfunded accounts, which triggered Amex card closures, which triggered the clawbacks. We've seen this story play out before.

There is no minimum, aside from having enough of a balance to cover the monthly fee.
