If you are asking if you can fly free from HKG-HND the answer is an unequivocal No! Once the first segment is flown, the award is consumed and there is nothing left to refund whether you fly the onward segment or not.
You can have a stopover in HND on a JL HKG-TYO//TYO-ORD itinerary so I am not sure why you would want to do that. If your intent is to just visit Japan, book an Asia to Asia award. HKG-TYO on JL in J is 25K miles.
