If you’re really adamant about not wanting an app, you could try a 651 visa. I think I have done one before- I thought it was free when I did it but now seems to be paid for. Could be an expensive hill to die on
90% processed in 2 days apparently. Make sure your nationality renders you eligible (was ok for GB/NO, haven’t tried others)
