OP will require a DG fare to get between SFO and BAH. OP will also require a Fly America exception to take the rest stop en route at FRA before continuing on to BAH.

OP, I provided info earlier on how to request the CTO assistance in DTS for the stopover. Yes, you are entitled to a stopover, with the stated exceptions listed in the JTR (which states that AO can approve stopoever en route if they certify arriving early could not be done), If you ask UA to make a change, and resulting flights increase your fare, you are setting yourself and AO up for trouble for playing fast and loose with the rules, not to mention your travel will not match your orders. There is a flag you can select in a sub-menu called "variations authorized", which if approved MAY give you some wiggle room on the latter.

I hate DTS and some of the obtuse regulations (such as mandated use of the gov cc for ANY/ALL expenses) more than anyone, but I still prefer following the rules to losing my job. If you can't construct the trip in DTS, and opt not to select CTO assistance as I suggested, accept the long wait times and just call SATO to do this correctly. (my advice).
