Only a nominee of a Super Elite can upgrade you (and even then there needs to be space). Any other elite would have to be on the same flight to upgrade you.

You can try the bid upgrade. You will only get charged if it's accepted.

A status pass is something that Air Canada gives to it's elite members. It essentially allows them gift a non elite the check-in, baggage, and priority security benefits of an elite member on one booking. Plus you get lounge access in Maple Leaf Lounges.
