You won’t be able to insert a fare break at FRA and keep the codeshare. If you do take the rest stop at FRA, you’ll need a Fly America exception to continue.
A stopover, by definition, doesn't create a fare break. Now whether a codeshare flight can be used coming off a stopover as opposed to a connection, that's a different question, but it's not a fare break issue.
