That has been my experience as well. I use TBM pretty regularly when I am redeeming PMO/DollarUA vouchers. UA seems to default to e-tix UNLESS you request otherwise OR the route itself requires it. I.e. if you are going to be using a partner airline on an award ticket that UA can't issue electronically.
