My perception is that the problem that some people have with getting refunds from TAP is when it is out of policy, COVID or EC261. In the case of a cancellation within policy I doubt it would be such an issue, and in any case your credit card issuer should be OK to do a chargeback if you had a clear case. These OTAs don't always have a good reputation in this space either, a traditional travel agent may be a better bet.
