TER has a longer runway (and a US airforce base, though both airports are ILS Cat I), so you'd likely be diverted to TER from PDL, or, worst case scenario - to LIS. I've never heard of PDL being closed though. It's a common occurrence at FNC (mainly due to gusty crosswinds - search on youtube) but TER has a stable operation (except when you get the occasional hurricane or crazy storm).
I wont get into any trouble by doing this?

but if i checked in my bags, how would i retrieve it if getting off at LIS?
Price it out as a multicity trip, and make sure the stop in LIS is overnight - then you have an excuse to check the bags only to the connection point. Then the next morning you would feel unwell and would not be able to continue your trip if someone asks
