Perhaps the wow was a bit much but rooms shouldn't be missing basic necessities, staff shouldn't argue over which benefits elites are entitled to and the most basic of offerings (the bottled water) should be offered. At least that's how I feel.
The bottled water (and other drinks etc.) are in a cooler right next to reception. I have no problem asking about the water benefit if the front desk agent forgets (or doesn’t know) to mention it.
