Since I could still cancel, I made a booking and asking via the app's chat with the front desk, figuring that will be a better researched answer. It's a voucher, not the buffet, so I'm guessing the same $25 given at The Camby in Phoenix and the Westin in Dallas which isn't enough to cover a breakfast main dish with a drink amazingly.
"Breakfast in hotel restaurant" has traditionally meant a full buffet, including juice and coffee -- or a menu item, juice, coffee, and sometimes a side (depending on the structure of the menu) -- including tax and tip in either case (of course with the option for the guest to tip more for exceptional service).
Providing a voucher that's insufficient for a normal restaurant breakfast is a violation of the published Terms & Conditions. It's a failure. The guest deserves USD$100 as guest compensation -- but collecting it is likely to be a difficult challenge.
On the other hand, a voucher that completely covers a normal breakfast, juice, coffee, tax, and tip -- even if it doesn't cover every item on the breakfast menu -- would be acceptable.
