It didn't, in the early 1990s JFK just had a Club World lounge and combined Concorde and First lounge.

At the same period, LHR T1 had a Club Europe lounge (for international) and Executive Club lounge (for domestic), and LHR T4 had a combined Concorde and First lounge, combined Club World and Club Europe lounge, and Executive Club lounge.
