It's taxed on the room rate you are placed in. The way the front desk explained it is that since they upgraded my classic room to a standard suite the room rate is $400/night I would be charged $40/night on top of the points I used. Ended up with a $160 bill for that plus the valet fee each night at checkout for a 4 night stay.
