Might also be a legal issue. Selling electricity is regulated in many (all?) states, which is why some chargers charge by time and others by kWh. Perhaps it just wasn’t worth it for Hertz to work out what they need to do to be in compliance.
And if Hertz were to start surcharging SC sessions, I might have another reason for carrying my CCS adapter with me.
