Its on a rolling 12 months, the nights/points drop off after 12 months, then one has a new target. If you manage to level up in that time, then you stay at that level for 12 months.

We calculate your qualifying nights and base points for the past 12 months and if you earned enough, you will level up. Your qualifying period is between today and 12 months back.
There is a circled i on ones level which shows the information.

But yes, very confusing.
