Based in YOW I do this virtually every time I fly TATL or in NA through YYZ.
YYZ/YTZ - YOW/YUL have different rules for "Rapidair" (
https://www.aircanada.com/hk/en/aco/...s-service.html). The answer is that you can always get standby and sometimes get a confirmed change depending on fare. Air Canada agents have historically tended to play loose with those rules too, at least for pax with status anyway (e.g. many times I've received a confirmed seat even when my fare class only allows standby, and YOW-YUL routes don't technically count for Rapidair but they tend to treat them like they do anyway).
