Is this right? Did they do something with the middle bulkheads that cause the middle section to be compressed?

I'd speculate the center column alignment may be to allow for room for cross-over at the front of the cabin with a bassinet.
But when you look on United's site, they show these middle seats as having "extra legroom", but not being E+:
Given that a regular E+ seat is $229 from an Aussie flight, but these are only $43, is this a bit of a bargain? It seems like there must be some extra room in there since those seats seem to line up with E+. It may not be the full extra legroom if they left some space for crossover, but I'm wondering if anyone knows how close it is?
